Gunnis o. 1 over Waste Pile -Compaction b Stability Report <br />(Permit #C-80-007) <br />I have reviewed the letter report submitted by West Elk Coal Company for the <br />required quarterly monitoring of compaction and facial slope stability of its <br />lower waste pile at the Mt. Gunnison Mo. 1 underground coal mine. The <br />compaction monitoring report documents that a portion of the latest lift of <br />material placed on the pile was determined to be insufficiently compacted when <br />tested on October 10tH. This portion of the upper lift was subsequently <br />recompacted and retested the following day. The October 11th tests determined <br />the upper lift to be in compliance. This is exactly how the inspection <br />testing process is intended to function. <br />Upon my review of last quarter's compaction results, I forwarded a memorandum <br />to your attention which questioned the Proctor compaction standard being used <br />by West Elk Coal Company. This quarter's report did not address my earlier <br />inquiry. If you have received a separate response to my concern, please <br />forward it for my review. If the company has not responded, I recommend that <br />you request a clarification of their Proctor standard selection. <br />The pile's facial stability monitoring survey data continues to demonstrate <br />that the monuments installed on the pile's facial slope have not undergone any <br />significant movement.
