Long <br />Re: Quarterly Excess Spoil Fill Report, Carbon Junction Mine, Permit No.C-92-080 D~. ~,~on Director <br />Dear Mr. Hendricks: <br />I have reviewed the following analysis concerning the excess spoils at the Carbon Junction mine: <br />1. 4'h quarter 1998 Excess Spoils report received on January 28, 1999 <br />2. 2nd quarter 1999 Excess Spoils report received on July 2, 1999 <br />3. Slope Stability Analysis prepared by Lambert & Associate for the Excess Spoils pile <br />I also requested and received from Lambert & Associates the results of the direct shear tests used in the <br />preparation of the slope stability analysis. The results of my review concur with both Goff Engineering and <br />Lamberts. The general configuration of the pile approaches the design configuration and where it does not, <br />the pile does not affect the stability of the pile. <br />I ran an independent analysis of the existing configuration utilizing the parameters that were obtained during <br />the field study on February, 1999. My analysis used the Von Gunten software and I performed a Simplified <br />Bishop's analysis and found the factor of safety to be well above [he 1.5 required by our regulations. The <br />results were similar to the Lambert's study. <br />Goff Engineering's report indicate that the ripmp channel lining had not yet been applied to the drainage ditch <br />nor had the special road crossing been completed.
