~ • III IIIIIIIIIIIII III <br />~~_-._ wssrERN <br />== ~~-u~ <br />INC. <br />=_ =_ A Subsidiary <br />~~rnFue~ F;~C~i1~~~ <br />Associo(ion, /nc. <br />` _ DEC 14 1990 <br />f~ Mined Land <br />December 11, 1990 Reclamation Division <br />Mr. Tom Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />Re: Professional Certification <br />Waste Bank on Deserado Min <br />File No. C-018-81. <br />Document for the Coal Processing <br />e Property, Bonanza Power Project <br />Dear Mr. Gillis: <br />On December 11, 1990 I performed an inspection of the Deserado Mine <br />refuse pile sub-areas 2-3 and 4. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure proper <br />construction of the refuse pile and to satisfy the requirements of <br />Rule 4.09 1 (11) of the Colorado Mined Land Reclamation Board. <br />There are no apparent points of seepage in the pile, and there is <br />no indication of slope failure. The surface drainage facilities <br />were adequately maintained and were working properly. No subdrain <br />system is required by our permit, since geotechnical investigation <br />for the disposal ~it~ revealed no grcun3 water present. Permanent <br />out slopes have been started on the toe of sub-area 2-3. These out <br />slopes are stable. A groundwater monitoring well has been <br />installed between sub-area 1 and sub area 2-3. To date no water <br />has accumulated in the well. <br />Sub-area 1 has been reclaimed and is no longer in use. To date, a <br />total of 1,196,807 tons of refuse have been placed in sub-area 2-3. <br />Construction of sub-area 4 has been completed. Lifts are being <br />placed at the north end of sub-area 4 and a total of 25,855 tons of <br />refuse have been placed to date. <br />Deserado Mine <br />P.0.
