BOX 535 Michael B, LOnF <br />Somerset, Colorado 81434 Division Dueaor <br />RE: Sanborn Creek Mine; File No. C-81-022; 1995 Annual Reclamation <br />Report <br />Dear Mr. Anderson: <br />The Division received Sanborn Creek Mine's 1995 Annual Reclamation <br />Report on December 6, 1995. The report is well formatted and <br />comprehensive, especially with respect to the Bear Canyon <br />reclamation activities. There are a couple of areas that need to <br />be addressed in more detail in order to make future submittals more <br />complete. <br />The first area is the submittal of a reclamation map that details <br />what areas were reclaimed. The last sentence of Rule 2.04.13(1) <br />states that "the report shall include, but not be limited to, text, <br />discussion, and maps.....". This map should be a base map <br />identifying all of the disturbed areas and showing those areas that <br />have been reclaimed (if any) and what year final seeding occurred. <br />The map could be even more descriptive by showing when the <br />backfilling and grading was completed, the topsoil replacement <br />depths, seed mix used, etc. <br />This brings up the second point which is, whenever any final <br />seeding is conducted at the mine sites, the Division should receive <br />a copy of the seed tag off of the seed bag. This serves two <br />purposes. The first is to verify that the approved seed mix is <br />being applied in the proper amounts. The second is if a failure <br />occurs, it may be possible to trace it back to the seed lot number <br />to determine if the seed was viable or to identify other problems <br />with that particular seed lot. This can be particularly helpful in <br />revising seed mixes if the approved seed mix isn't producing the <br />expected results. <br />Outside of these two items, the report format and content is <br />acceptable as submitted. Since very little final reclamation is <br />completed at the Sanborn Creek Mine, it is not necessary to submit <br />a map with this report. However, the 1996 Annual Reclamation <br />Report should contain a reclamation map that can be modified each <br />
