III IIIIIIIIIIIIIIII <br />999 <br />~ Memorandum <br />To: Byron Walker <br />From: Janet Binns <br />Date: 01 /25/02 <br />Re: Colowyo 200 RR <br />File: C:/jhb/team/Colowyo/2000 ARR.doc <br />I have reviewed Colowyo's 2000 Annual Reclamation Report and your Interoffice Memo regazding the <br />2000 ARR, and your letter to the operator, both dated January 24, 2002. <br />I am in agreement with your review and yow comments directed to the operator. I identified the same <br />discrepancies with the vegetation monitoring dates. I did not re-digitize the areas on Exhibit 9, but defer to <br />your digitizing of the areas. I did not review the final topography information but concentrated my review <br />to overburden sampling, reporting of reclaimed areas, reporting of topsoil handling, and vegetation <br />monitoring. <br />The only question I have in addition to you comments already directed to [he operator; please have the <br />operator submit the seed mix actually used. Colowyo's reference to "the seed mixtwe, as approved in the <br />Permit," does not tell the Division which seed mix was planted and does not allow the Division to verify <br />• that the seed mix planted is in agreement with the approved seed mix. As revisions occw to the permit and <br />seed mixes may be revised, this general reference does not allow the Division to evaluate successful <br />vegetation establishment to the initial seeded species. This information may come into play at the time of <br />bond release. Many operators include seed tags, or in the past, Colowyo has provided billing receipts from <br />the seed supplier to verify the mix seeded. <br />Please forward this request on to the operator. <br /> <br />
