(Northwest Colorado Consultants, Inc.) has prepazed [his letter outlining our <br />inspections made during the fourth quarter of 2000 at the Refuse Pile, which is located at the Foidel <br />Creek Mine in Routt County, Colorado. During [his quarter, we visited the project site on December 18, <br />2000 to provide our quarterly inspection. <br />At the time of our site visit on December 18, 2000, we met with Mr. Rick Mills to inspect [he conditions <br />at [he Refuse Pile. Based on our observations, it appeared that the majority of the stockpiled materials in <br />Area 2 had been spread out. In addition, a substantial amount of the stockpiled materials had been <br />removed from the area situated south of Area 2 and the underlying natural clays were exposed. I[ should <br />be noted that we did not observe any adverse drainage or geotechnical conditions at the time of our site <br />visit. We were advised by Dave Wallace that they only generated refuse from the wash plant for eight <br />days during [his quarter and [hat a total of 2,000 tons of refuse was produced during the period, with all <br />of it occurring in October. <br />Based on our part-time observations and inspections, i[ appeazs [hat the waste coal materials that were <br />recently produced, were placed in general accordance with the project plans and specifications. <br />As suggested in our previous quarterly report, [he water levels in the monitor wells installed on October <br />23, 1997 and December 9, 1999 were measured during [his quartet on a monthly basis. A graph <br />showing the monthly w~er levels is attached. <br />This report fulfills y#je quarterly inspection requirements as specified by Rules 4.09.1(11)(a) and <br />4.10.2(2)(a).
