C-81-071 <br />Water quality impacts at the Eckman Park complex are observed in increased <br />levels of sulfate, TDS and manganese and appear to be mainly restricted to <br />Foidel Creek. Iron concentrations along the entire stream exceed recommended <br />standards for aquatic life, but an increasing trend downstream was not <br />observed. Mine 2 has had minimal impact on Fish Creek. Sulfate and TDS <br />levels increase, but concentrations are generally lower than recommended <br />standards. The ratio between total dissolved solids concentrations and <br />conductivity was generally less than parity in the latter half of 1986, <br />indicating substantial improvement in field sampling. <br />CYVCC reported 90% of the surface water monitoring required by their plan. As <br />many of the omitted parameters have since been deleted from the Hydrologic <br />Monitoring Plan (HMP) it is not worthwhile to pursue enforcement action. In <br />addition, CYVCC sampled a number of sites more frequently than required. <br />There seemed to be confusion about the monitoring requirements for individual <br />permits, which hopefully has since been clarified by modifications in all of <br />the HMP s. <br />However, during 1986, manganese concentrations were not recorded at the <br />U. S. G. S. sites. As these sites were always backed up by company sites, <br />concentrations could be interpolated from adjacent sites. However, the 1987 <br />HMP does not include comparable back-up and it is of paramount importance that <br />Cyprus ensure that all parameters within the approved monitoring plan are <br />monitored this year. <br />Spoils spring monitoring data from Exhibit 28, Little Middle Creek Permit <br />Revision application was not totally compiled in the computer print-out of <br />water monitoring data. As this data provides valuable insight in to the <br />general and unique behavior of those springs' flow, the Division requests that <br />it be included in future annual hydrologic reports. <br />There were a major number of data summaries in the AHR which included the <br />parameter cyanide. Discussion with Mr. Jim Nalven indicated that this was <br />computer coding error for some hardness data.
