Memorandum <br />To: Byron Walk <br />From: Janet Binns <br />Date: 09/19/0 <br />Re: Colowyo 2002 ARR <br />File: C:/jhb/teamlColowyo/2002 ARR.doc <br />I have reviewed Colowyo's 2002 Annual Reclamation Report and your Interoffice Memo regazding <br />Colowyo's 2002 ARR, received by DMG on March 31, 2003. <br />Colowyo reports 53.86 acres of New disturbance in 2002, 109.89 acres were backfilled & graded in 2002, <br />108.69 acres were topsoiled in 2002, and 78.11 acres were seeded. Of the areas seeded in 2002: 21.03 acres <br />consisted of a concentrated shrub area, 21.49 acres consisted of areas not disturbed by mining activities but <br />were seeded after a wildland fire. 21.7 acres consisted of reseeding of 2001 EP037 parcel. This 21.7 acres <br />were removed from the 2001 reclamation totals and counted in the 2002 reclamation totals. <br />The fire affected azea was seeded with a mix of Fringed sage, Antelope bitterbrush, Winterfat, Russian <br />wildrye, Cicer milkvetch, Rubber rabbitbrush, and Big Sage (vaseyana). Colowyo included a seedmix <br />confirmation from Wind River Seed for the fire affected azea and the 2001 "Redo Area" that was illegible. <br />Please have Colowyo submit a legible copy of this record. <br />I have been attempting to confirm that the amount of seed applied to the reclaimed azeas complies with the <br />approved seed mix composition and seeding rate as approved in the permit. Since Colowyo used more than <br />one seed company to make up the total seed mix on the 2002 reclaimed area and the 2001 redo acreage, I <br />am unable to account for all the seed in the mix since I am unable to read the Wind River seed tags. As a <br />result my calculations would appear to show that the seeding rate was lower than the approved rate. Please <br />have Colowyo submit legible seed tags for the Wind River supplier. Total poundage of seed used in each <br />specific area would speed these calculations up. Specifically, I have to question if they consider 2002 <br />reclaimed azea as 13.89 acres (78.11 acres minus 21.03 concentrated shrub area minus 21.49 acres fire area, <br />minus 21.7 acres "2001 redo"=13.89 acres) or does Colowyo count 13.89 acres 2002 (EP043) area together <br />with the "2001 redo" azea together for a total acreage of 33.59 acres? <br />Due to environmental and market conditions in 2002, not all the preferred seed species were available to <br />compose Colowyo's Table 2.05-7 seed mix. Colowyo is approved to use substitutes from Table 2.05-8 for <br />such situations. Colowyo did this in 2002 and chose from approved species on the list. <br />
