BANTA, Dlraotor <br />February 6, 1989 <br />Mr. Bob Sherman <br />Rockcastle Coal Company <br />C/0 Mr. Mark Korb <br />Korb and Carroll <br />106 Oak Street <br />Fort Collins, Colorado 80524 <br />RE: 1988 Annual Hydrology Report, Grassy Gap Mine, C-81-039 <br />Dear Mr. Korb: <br />I have reviewed the 1988 Annual H-ydrology Report submitted by Mr. Allen Miller <br />on October 26, 1988. Monitoring appears to comply, in principle, with the <br />monitoring plan approved in Technical Revision 02. In addition, laboratory <br />quality assurance practices look acceptable. I do have a few questions about <br />the data on which I would appreciate clarification before March 15, 1989. <br />h1r. Miller's report states that "no new springs or seeps were detected." <br />Does he or Rockcastle have a map identifying the location of existing <br />springs or seeps? Please forward a copy to this office, as this would <br />provide verification that the survey was done. Should Grassy Gap have <br />more than three (3) springs and/or flows greater than 40 gpm in June, a <br />modification of the spring and seep survey is recommended. Most spring <br />and seep surveys involve the measurement of field parameters (fl ow, pH, <br />EC, temperature and dissolved oxygen) at all springs as well as a full <br />suite analysis of the spring with the largest flow. <br />2. Flows at surface water sites are typically reported in a flow per unit <br />time measurement. Please convert the flow for SW-4 to a meaningful <br />unit. (I would accept a reference to a stage discharge curve for the <br />site, if it is present in the permit application.) <br />3. There is no record of NPDES reports in this office. Rule 4.05.13(2)(iii) <br />requires the quarterly submittal of NPDES reports.
