Where appropriate, I've incorporated information provided in your email correspondegce review of the 2005 ARR including issues addressed regazding the 2003 ARR review. As a result, the ARRs for 2003, 2004 and 2005 were revised and copies of these revisions are enclosed. Revisions to previous ARRs are to a great extent the result of two factors: 1). The Division has digitized the various disturbance azeas at the New Elk and this provides more accurate data then the planimetered acreage previously reported. 2). The 2003 acres reported as topsoiled included acreage not required to receive topsoil. Principally, these were pre-law azeas classified as DNR (Disturbed No Refuse) that were not bonded to cover the cost of topsoil placement. However, the operator chose to topsoil these areas to improve the the success of revegetation in these azeas. This was soil like material recovered during recontouing the road between the coal lab and the rail maintenance building and not soil dedicated to future reclamation at the mine. Enclosed with the 2003 ARR are invoices for seed and fertilizer used at New Elk during 2003. Additional seed was purchased later in 2003. Granite Seed will provide copies of these invoices to New Elk and will be forwazded to the Division. The seed tag for 2005 is enclosed with the 2005 ARR and the packing slip and seed certification are enclosed with the 2006 report.
