Long
, Division Director
RE: San Luis Project, Permit No. M-88-112
Dear Ms. Hayes:
The Division received and reviewed the 1994 annual report you submitted February 2, 1995.
There are a couple of problems with the report that need to be pointed out. First, you state
that TR-015 has been conditionally approved. Mr. James Stevens disagrees. He said he sent
you a letter, possibly the one you received December 16, 1994, wherein he says several
aspects of BMRI's response to his adequacy concerns are acceptable but he never gave the
TR conditional approval. Second, the Division is awaiting a response from BMRI to the
December 23, 1994 TR-017 adequacy letter. There are still three items that need to be
addressed before TR-017 can be approved. Third, TR-018 is not even close to r.he approval
stage. BMRI has not addressed any of the Division's concerns as outlined in my letter dated
August 23, 1994 and Bill York-Feirn's memo dated September 1, 1994 (which was sent by
FAX and mail on September 2, 1994 to Alana Scott).
I am also awaiting a response from BMRI in regards to the magnesium chloride charging
system (letter dated December 15, 1994) and I am awaiting a report from BMRI regarding
the breach in the main embankment in August, 1994.
Finally, I have a question regarding reclamation of waste rock dump B. How can you
reclaim the dump site when it is still being used to temporarily stockpile material from the
west pit? Please explain.
If you have any questions give me a call.
Sincerely,
James Dillie
Environmental Protection Specialist
M:\OSS\anun\FLsyes4.jd
