The surface drainage facilities were adequately maintained
and were working properly. No subdrain systan is required by our permit, since
geotechnical investigation for the disposal site revealed no ground water present.
Permanent out slopes have not yet begun to be built.
We have now, to date, a total of 369,643 tons of refuse placed in sub-area 1,
and 314,020 tons placed in sub-area 2-3.
Both the topsoil and subsoil piles for those areas have been seeded and are
stable. Ramval and stock piling of all organic material and topsoil prior
to disposal of refuse has been ca~lpleted.
7b the best of my knowledge, based upon my professional expertise, the
peananent refuse structures at the Deserado Mine are being constructed
in conformance with the prudent state~f-the-art of coal processing waste
bank construction. Further, the structures are being constructed in
compliance with the approved design, as specified within Section III-20
of the approved permit docwnents and depicted on Maps 76,77,62 and 83.
Dcserado Aline
P.O.
