O. Box 310
San Luis, CO 81152-0310
RE: ANNUAL REPORT FOR 1995 -San Luis Project -Permit No. M-88-112
Dear Ms. Kaiser:
I noticed a couple possible problems while reviewing the 1995 annual report.
I~~~~
DEPARTMENT OF
NATURAL
RESOURCES
Roy Romer
Governor
)amen 5. Lochhead
E.ecmive Director
Mo:hael B. Long
Division Director
First, pursuant to the requirements of TR-16, the main embanlmtent underdrain flow is to be
measured monthly and reported to the Division in the annual report. As noted on 'Cable 2 of your
report, the underdrain flow was not monitored in January,. Febntary, March, April, May or June
of 1995.
Second, the 10 embanlonent piezometers are to be monitored montlily and reported to the Division
in the annual report (TR-16). Also, if water is detected in any of the embanlanent piezometers,
BMRI will report the discovery to the Division within one week. As noted on Table 1, piezometers
11 through 15 were monitored ten times in nine months. Piezometers 6 through 10, however, were
only monitored seven times during the same nine-month period. Your measurements are reported
as depth to water. You note that a few of We piezometers are dry and the others, apparently, are
wet. Piezometer number 10 appears to have a significant fluctuating water wlumn. On July 28,
1995 and August 30, 1995 you measured 58.9 feet to water. On July 5, September 20, October
12, November 16 and December 8, 1995 you measured 57.4, 57.8, 57.8, 57.8 and 57.7 feet,
respectively, to water. It looks like the water level moves up and down as much as 1.5 feet. It
seems as though there are a couple of other piezometers (numbers 12 and 13) that may have
fluctuating water columns.
I would like you to explain to the Division why the embankment underdrain flow was not monitored
the first six (6) months of 1995.
