Gunnison No. 1, C-80-007 <br />Dear h1r. Conn: <br />The Division reviewed the monitoring data for the lower waste pile at the <br />Mt. Gunnison No. 1 underground coal mine submitted by West Elk Coal Company <br />(WECC). The submittal letter which was received July 28, 1989 presents <br />the most recent compaction test data and the survey data for the slope <br />stability monuments installed on the face of the waste pile. All seven of <br />the compaction determinations comply with permit requirements, varying between <br />relative compactions of 90% and 100 a. The slope stability monument survey <br />data suggests that 16 of the 17 monuments are stable. The one exception, <br />Monument #563, appears to have dropped 0.92 feet between March and June of <br />this year. From August of 1986 through Pdarch of 1989, Monument #SB3 has <br />demonstrated little variation in elevation. <br />West Elk Coal Company should determine whether Monument #S83 has actually <br />dropped 0.92 feet since March of this year, or whether a calculation or <br />typographical error has occurred in listing the survey results. If the <br />monument location is correct, WECC will need to examine the site for evidence <br />of slope instability, and report the findings as quickly as possible. <br />The 1989 2nd quarter pond/stockpile inspection reports were reviewed and found <br />to be in compliance.
