Box 176 <br />Oak Creek, Colorado 80467 <br />RE: Edna Mine (C-80-001) <br />1995 Annual Reclamation Report <br />Dear Mr. Beverlin: <br />The Division has completed a review of the 1995 Annual Reclamation Report (ARR) for the <br />Edna Mine. As a result of that review, we have the following questions and comments. <br />The maps presented with the annual reclamation report do not coincide with the text. <br />The text states that 71.5 acres of topsoil were distributed in the West Ridge area. This <br />is not delineated on Exhibit 1. The first paragraph on page 2 says that all permanent <br />revegetation areas for 1995 were in the Moffat area as shown on Exhibit 2, which is a <br />summary of the mine area permanent revegetation. Exhibit 2 shows no 1995 revegetation <br />for the Moffat Area and only about 20 acres in West Ridge. The next paragraph <br />addresses seeding in Block 1 and Block 4. These are not identified on the map, where <br />are they? The third paragraph says that a cover crop was planted on approximately 92.5 <br />acres in the West Ridge as shown on Exhibit 1. Exhibit 1 shows only about 20 acres of <br />revegetation in 1995. The maps and text need to be clarified to accurately identify the <br />topsoiling and seeding activities that occurred in 1995. <br />P&M does not mention sampling any of the West Ridge spoil as a substitute material in <br />the 1995 Annual Reclamation Report. Approximately 106 acres of spoil was final graded <br />in the West Ridge Area, in association with the West Ridge Hydrologic Reconstruction <br />Project. It is not apparent whether topsoil had been replaced on any of these areas, or <br />if there was none available. The area was seeded with a cover crop, but no soil testing <br />was reported. Whether it was topsoil or substitute material, the permit states sampling <br />will be done to test for "soil" fertility and the need for fertilizer amendments. Please <br />inform the Division as to whether or not testing was conducted, and if it was, provide the <br />results of the tests. <br />3. The report states that topsoil was distributed on 71.5 acres in the West Ridge area. A <br />composite soil sampple was analyzed and the results are presented in Appendix B. Based <br />on the results is P&M planning to add any fertilizer amendments? <br />4. The Annual Reclamation Report included a typical seed tag from the 1995 permanent <br />seeding program. The seed togg showed that P&M was using the Approved Edna Seed <br />Mix as documented in Appenduc A of the 1995 ARR. However, the seed tag says the <br />
