Dept of Natural Resc~~~~s <br />RE: Carbon Junction Mine - Fill Area Underdrain Certification <br />Dear Mr. Squire: <br />' I am a professional Engineer registered in the states of Colorado, <br />New Mexico, and Idaho. My experience in the design and <br />construction of facilities to handle surface and subsurface <br />drainage associated with surface coal mines began in 1972 where <br />I was responsible for such work at a major coal mine complex <br />in Ohio. I continued to be active in this area for a major engi- <br />neering and construction firm and completed work on projects <br />located in New Mexico, Wyoming, Montana, Texas, and Colorado <br />1 during the period from 1975 - 1978. Since 1978 I have been respon- <br />sible for the design and implementation of the mining operations <br />and their support facilities under the New Mexico regulatory <br />program for Sunbelt Mining Company, Inc. <br />~ Under contract to Pueblo Coal, Inc. I have personally inspected <br />the underdrain system for the disposal of excess spoil at the <br />1 Carbon Junction Mine on July 18, July 31, September 18, and <br />November 28, 1984. The purpose for my inspections were to ensure <br />that construction satisfied the requirements of Rule 4.09.1 (11) <br />of the Colorado Mined Land Reclamation Board. Prior to my inspec- <br />tions, I reviewed the Revision to Fill Underdrain, Carbon Junction <br />Mine, Durango, Colorado dated April 17, 1984, which included <br />designs and specifications for this underdrain structure and <br />I was approved by the Colorado Mined Lands Division on June 20, <br />1984. <br />During my inspections I noted that all topsoil material and slash <br />were removed from the underdrain area prior to construction of <br />the underdrain. A straight wall ditch three feet wide by two <br />1 feet deep was constructed in the bottom of the underdrain Ksee <br />photos 1 ~ 2). Once the drain was constructed, Filter Fabric <br />meeting the specifications of the original design was placed <br />
