Lochhead <br />E.ecmme Dnenor <br />A1¢hael B. Long <br />Division Dueciar <br />The Division has reviewed the 1996 Annual Reclamation Report (ARR) for the Southfield Mine. The <br />report was thorough, and addressed most of the requirements of Section 2.04.13. Exceptions noted are <br />discussed below. <br />Section 2.04.13(1)(f)requiresthat the annual reclamation report include the location, number of <br />acres, and date of planting for all previously revegetated azeas. The 1996 report did not include <br />that information. Please provide an addendum to the report which includes this information. <br />2. Page 2.05.4-26R of the Southfield Mine permit application package includes a commitment to <br />vegetation monitoring in the third, seventh, ninth, and tenth years following seeding. Previous <br />ARRs indicate seeding occurred in 1983, 1987, 1991, and 1992. Since then, each <br />ARR has reported that no vegetation monitoring has been conducted. Please explain why <br />vegetation monitoring has not been conducted in accordance with the approved plan. <br />The Division will require that EFCI respond to these concerns within 45 days this letter.
