Dept. of Natural Resou~
Blue Ribbon Coal Company hereby applies for a technical revision
to allow a change in design for a mine structure to bring about a
more stable condition for the existing mine bench. In recent months,
the outer edge of the mine bench has demonstrated increased insta-
bility. Our technical revision as designed would accomplish three
objectives.
First, mine bench stability would be improved for the operational
phase of the mine. Second, the stability solution would serve as a
long-term final reclamation configuration to insure the acceptability
of the existing reclamation plan. Finally, underground development
waste from Blue Ribbon and other coal mines in the vicinity is suitable
for a portion of the material which will be imported to accomplish a
stable shape. This will provide a correctly designed site for disposal
of underground development waste in the North Fork Valley.
The technical revision request is made pursuant to Section 2.08.4
of the Colorado Mined Land Reclamation Board for coal mining. Because
the design allows for underground development waste to be used for a
portion of material requirements, this request is also made pursuant
to Section 4.09. First, the project history will be discussed, and
then a response is made rule by rule to the applicable regulations
referenced above.
When Blue Ribbon Coal Company was formed and the Blue Ribbon Mine
acquired in 1981, the first surface-related operating problem encoun-
tered was movement in the outer edge of the mine bench. Since the
first geo-technical analysis was started on September 23, 1981, the
mine bench movement has been monitored and damage repaired as necessary.
Due to the amount of movement which has been encountered during 1984,
corrective preliminary designs have been reviewed, which call for
substantial construction compared to previous work done for year-to-
year repairs.
