During the firs[ part of this quarter, the contractor was stockpiling
the waste coal materials in ead-dumped piles over the exposed natural soils, towards [he south end of
the Waste Coal Area. The contractor began to spread and compact lips of the waste coal during the
fvst week of May and is continuing to place aad compact the waste coal materials at [his time.
The areas in which the contractor is spreading and compacting [he waste coal is generally situated in
the northeast corner of the Waste Coal Area; however, several lifts of waste coal fdl materials have also
been placed and compacted in [he borrow trenches, constructed in the north-central portion of the
Waste Coal Area.
Based on our observations made during our visits and [he compaction tests taken on the compacted fill
materials, i[ appears that the waste coal materials are being placed in general accordance with the
project plans and specifications.
