Box 591 Executive Director <br />Somerset, CO 81434 0;~ ~ o~ Dvec or <br />Re: Responses to Review of 1993 and 1994 Annual Hydrology Reports; West Elk Mine; <br />Permit No. C-80-007 <br />The Division has reviewed Mountain Coal Company's (MCCs) responses to the Division's <br />comments regarding the 1993 and 1994 Annual Hydrology Reports (AHR). Based on our <br />review of your responses, several items will require additional resolution. The Division has <br />the following remaining comments regarding the 1993 and 1994 AHRs. The comments <br />numbered below correspond to the same numbered paragraphs contained in our original <br />review letter dated August 23, 1996 for the 1993 and 1994 AHRs, respectively. <br />1993 AHR <br />Comment No. 8. There are inconsistencies with the new data submitted. On MCCs revised <br />page 1. for Appendix F, a value of 6.8 is listed for pH at G-12 for 09/07/93 and on revised <br />Table E-2 a pH of 8.2 is listed for the 09/07/93 sample. Also on Table E-2 a conductivity <br />value is listed for Spring G-20, which had a no flow condition for 09/07/93. Please provide <br />a revised report page with the corrected data. <br />Comment No. 17. The Division believes that more accurate and meaningful results would <br />be obtained for mine water quality samples, if the samples are collected directly from the <br />source of the mine inflow or from the end of pipe prior to discharge to sediment ponds. <br />Samples from the source of mine inflows have been collected in the past by MCC. Please <br />continue this method of sampling for characterizing the quality of future mine inflows and <br />when available, provide the sample results in upcoming AHRs. Refer to our letter of <br />December 9, 1996, regarding our request for a minor revision to the permit document, <br />which addresses this concern. <br />Comment No. 18. MCCs response provided does not adequately address the question posed <br />by the Division. The Division's primary concern with respect to this comment is an accurate <br />accounting for the quantity of mine inflows encountered. As stated in the permit document, <br />the AHR will provide the locations of mine inflows along with estimates of the quantity, <br />duration and source of inflows. The division acknowledges that the mine inflow conditions <br />1 <br />
