Box G <br />Steamboat Springs, Colorado 80477 <br />Attention: Mr. John Gates <br />Subject: Excess Spoils Disposal Area IIA <br />:Steamboat Springs, Colorado <br />Job No. 6210 <br />Gentlemen: <br />At the request of Mr. Gates, we have reviewed the proposed initial construc- <br />tion sequence of the excess disposal area known as Area IIA. We were asked <br />to determine if the structure could start in the upper portions of this <br />disposal area with subsequent construction to occur at the base of the dis- <br />posal area. <br />The current plan is to construct an area of initial spoil disposal start- <br />ing at approximately elevation 7340 and fill to the elevations and configura- <br />tions as established in our original investigation report Job No. 56646, <br />dated September 11, 1979. After the fill has been constructed to elevation <br />7450 in the area of initial construction, we understand the placement opera- <br />tion will be moved and the fill will be constructed from .elevation 7125 to <br />the ultimate elevation. <br />From the mining point of view, the area of initial disposal is desired to <br />be as high as possible because of the location of the initial box cut. From <br />our viewpoint, there are two areas of concern: (1) will construction of the <br />fill starting near the top of the slope affect the long-term stability of <br />the fill, and (2) would there by any short-term stability problems with <br />either construction at the proposed location, or problems with construction <br />of subsequent lifts of fill. <br />From a long-term stability point of view, the fill can be safely constructed <br />starting at elevation 7340 with no reduction in the overall stability of <br />the structure providing the fill is placed in layers and compacted as dis- <br />cussed in our original report. The proposed area of construction is probably <br />the most gently sloping area of the entire disposal site. In our opinion, <br />construction of the initial fills in this area will be good from an opera- <br />tion point of view.
