Eong <br /> Division Director <br />DATE: December 21, 1999 <br />SUBJECT: Bowie No. 2 Mine, Permit No. C-96-083, 1998 Annual Hydrology Report <br />I have completed my review of the 1998 Annual Hydrology Report (AHR) and Mine Inflow Report <br />for the Bowie No. 2 Mine. The 1998 AHR is well organized and is a high quality document. <br />The baseline data is presented concisely in the pemtit document. I reviewed the baseline data in the <br />permit, and compared it to 1998 surface water and groundwater sample results. I agree with Bowie <br />Resource Limited's (BBC's) conclusion that the 1998 sampling season provides results consistent <br />with baseline information provided in the permit application. No significant anomalies were noted <br />with the water quality data presented. <br />With just a few exceptions, the frequency of data collection was in compliance with the approved <br />monitoring plan. Overall, the operator did a good job at collecting and reporting the required <br />monitoring data. Deviations from the approved monitoring plan are discussed in the comments <br />below. <br />Mine inflow information was reported for 1998. There was no measurable mine water inflow <br />during 1998, and the mine has not discharged any water from the underground workings. The Mine <br />Inflow Report is acceptable as submitted. <br />I have the following specific comments regarding [he 1998 AHR: <br />L BRL states that no samples were collected from the small area exemptions (SAES) located <br />within the permit area. Page 2.05-32 of the permit states that BRL will monitor the flow from the <br />SAES to assure compliance with Rule 4.052(3), and the applicant will use its best efforts to obtain <br />samples. With the exception of the pump station located near Deer Trail Ditch, BRL provides no <br />explanation for the lack of sampling at the SAE locations. Please explain why samples were not <br />collected from the SAE areas. If appropriate, provide revised page(s). <br />
