This proposal
presents methods to be used in collecting fine refuse samples from the
existing refuse pile and the processing plant for plasticity analysis.
Further the results will be evaluated to determine implications for long term
monitoring of fine refuse disposal as a component of pile construction.
I have only one specific recommendation regarding Mr. Nettleton's proposal.
Jerry projects that 2 to 4 samples will be collected from the plant. I would
recommend 4, in order to obtain more representative data regarding variance in
the material's plasticity properties. With this one minor recommendation, I
consider the proposal to be comprehensive and recommend its approval.
cc: Dan Hernandez
JP/jP
J
