The inspection is to be performed by a registered engineer or
other qualified professional specialist, who is experienced in the construction of earth and rockfill
embankments.
On September 27, 2000, a visual inspection was performed of the East Yazd and West Valley Fill gob
disposal areas. The East Yard gob disposal area had reached its design capacity last quarter, and no
new gob material has been placed since that time. The East Yard pile is currently being covered with a
subsoil cap, ranging from four to eight feet thick. The East Yazd pile has been covered approximately
1/3 of the way from the toe towards the top berm. Nothing was observed during the inspection that
would indicate the pile has a potential for failure. Safety berms are required on the downhill edge of
the pile by the Mine Safety and Health Administration.
The West Valley Fill has slowly been receiving gob material. Approximately three feet of material has
been added since the last quarter. Compaction tests were performed on June 29, 2001, and October
22, 2001. Gob material has consistently passed compaction tests. Compaction tests aze required, as
necessary, based on the amount of material added to the waste area. Compaction tests are planned as
material is added to the waste area.
O Vet/,~~1A
Ins ected b ""~ ,r \~
P Y •'
,w ~' -
Under Direction of ~~'~`
Benjamin L.
