She found that Bear Coal Company's submittal was in compliance with the monitoring plan man- dated by Stipulation 1 of the findings document and with the plan described in the permit application on pages 2.04-30b and 2.04-30c. In addition quality control comparisons between field and laboratory sampling of salinity were • acceptable and laboratory quality assurance measurements looked good. She requests that the 'dissolved' forms of the metals be analyzed in the future, as opposed to the 'total recoverable' forms. Ms. Begej does not share your optimism about the recovery of Well AA1. Monitoring results following flushing with water from the tJorth Fork resulted in a conductivity of 210 mmhos/cm2 (3/31/88?. The conductivity proceeded to rise to approximately 1000 mmhos/cm approximately twice the baseline con- ductivity. This indicates that the well has been contaminated, presumably by the mid-1986 flushing of the well with pond water, and should be replaced so that unbiased samples may be collected. Please submit a schedule for re- drillina an alluvial well downstream of the disturbed area accompanied by a discussion of drillin;, completion and development activities, by April 3U, 1989.
