Box 68
Craig, CO 81625
Re: Coal Processing Waste Pile Inspection Reports, Eagle No. 5 and No. 9
Mines, MLRD Permit No. C-044-81
Dear Mr. Mills:
During our inspection of August 14, 1984, you were informed that our office
would review the contents of the coal processing waste pile inspection
reports, which are required under Rule 4.10.2. Jim Pendleton, of our office,
has reviewed an example of one of the reports, completed on
September 13, 1982. Due to the present condition and rate of construction of
the waste pile, no additional concerns relating to the detail of the reports
need to be addressed at this time. However, as construction of the waste pile
picks up, the inspection reports should include pertinent observations
relating to the safety of the pile, and that the waste pile is being
constructed and maintained in accordance with the approved design parameters.
All inspection reports must be signed and stamped by a qualified professional
engineer, registered in the State of Colorado, unless otherwise approved by
the Division. For additional information relating to inspection reports and
certifications, you may want to reference Dave Shelton's memo of July 13, 1984
to all coal operators regarding professional certification.
I appreciate your consideration of this matter.
