Long <br />Division Director <br />The Division has completed review of CYCC's responses to our adequacy questions for the 1992 Annual <br />Hydrology Report for Mine 1, Mine 2, and Eckman Park. AI responses were determined to be adequate <br />with the following exceptions where comments or questions still exist. <br />The Division has questions concerning stream level and rating curve use and procedure. We would <br />like to discuss and review this information at some future time, possibly in conjunction with a site <br />inspection. <br />The Division stands by the written inspection record for April 29-30, 1992, which indicates Pond F, <br />M, and H were discharging at some unknown rate. Increased scrutiny of discharge records in the <br />future should help determine whether this is an isolated instance or a chronic problem which needs <br />to be addressed further. <br />The Division agrees that there are separate and distinct issues with regard to AHR issues for the <br />Foidel Creek and the Eckman Park permits. However, due to the number of overlapping sites in the <br />area las CYCC duly points out1, it is not possible to determine changes attributable to the Foidel <br />Creek Mine without considering the overlapping and adjacent Eckman Park Mine. As always, the <br />Division is interested in the operators' comments on how we might conduct our technical reviews in <br />amore efficient and thorough fashion. Along those lines, we will continue to conduct report <br />reviews in a manner which allows for the determination of monitoring compliance as well as impacts <br />due io mining. Your continued assistance in this effort is appreciated. <br />We look forward to receiving your 1993 Annual Hydrology Reporr, which is due at the Division office by <br />March 31, 1994.
