Lochhead <br />6ecmive Dirpc~or <br />Michael B Long <br />Division Director <br />RE: Inspection Follow up, Gob Pile, Bowie No. 2 Mine, Permit No. C-96-083, Bowie <br />Resources Limited. <br />Dear Mr. Bear: <br />During the Division's February 24, 1998 field inspection of the gob pile at the Bowie No. <br />2 Mine, several issues were raised concerning the construction of the pile. After <br />consultation at the office, the Division wishes to discuss these concerns. <br />First, during the inspection, the operator had stated that the coal waste material that had <br />already been placed at the gob pile has had a higher than desired moisture content, and <br />that this has been the case since the beginning of coal waste disposal. Again, according to <br />the operator, initially, only subsoil material from the gob pile area was being added to the <br />coal waste, to decrease the moisture percentage. Later on, drier coal waste material also <br />was being added to the coal waste material before it was brought to the gob pile. During <br />the February field inspection, it was observed that the most recent lift was being prepared <br />with the addition of subsoil material and with a drier coal waste material. The Division <br />has three concerns: <br />The Division would like to know the source of the moisture in the coal waste. Is it <br />from mine water seepage within the mine or is it from exposure to melting <br />snowfall or rain due to the storage of the coal waste on the portal bench? <br />2. The Division believes that the higher than anticipated moisture content in the coal <br />mine waste and the addition of subsoil material to the coal mine waste may have <br />
