I have enclosed the receipt
for the five annual fees. I have also reveiwed the annual reports for the
pits and, in general, find them to be adequate under the terms of the Mined
land Reclamation Act. Although I realize that these pits are sarrewhat con-
fined in nature, making concLSrent reclamation difficult, I am concerned
that areas that have been mined out be reclaimed as soon as is practical.
I mention this because I note that no reclamation has yet started at any of
the five pits. I also suggest that all overburden and topsoil that has
been stripped and stockpiled be planted with a perennial grass cover crop
(if this has not already been done) for purposes of stabilization against
wind and water erosion. This is prestmting, of course, that these stock-
piles are not continually disturbed by additions of more material to be
used in reclamation. The Soil Conservation Service can be of assistance in
the selection of an appropriate grass species for use as a cover crop.
Thank you for your prrntpt attention to the matter of these annual reports
and fees. Please call me if I can answer any questions or clarify anything
in this letter.
Sincerely,
Mark S. Loye
Reclamation Specialist
Enclosure
