Long <br />Division Director <br />The Division has reviewed Mountain Coal Company's (MCC's) responses to the Division's <br />comments regarding the 1995 year-end Subsidence Monitoring Report. Pending future <br />additional discussions regarding the subsidence monitoring program, no further response to <br />our review comments is necessary at this time. <br />During our meeting on October 22, 1996, Phil Schmidt of your staff requested a meeting <br />with Jim Pendleton of the Division to review the current subsidence monitoring program at <br />the West Elk Mine. The Division's comments on the 1995 year-end report may be pertinent <br />to the topics discussed during this meeting and will be readdressed at that time, if <br />appropriate. <br />The Division has the following additional comments with respect to items No. 3 and No. 4. <br />of your response letter dated October 25, 1996. <br />Refer to response No. 3. The Annual Hydrologic Report (AHR) did not have an adequate <br />discussion of the hydrologic consequences of subsidence as required by Minor Revision No. <br />96. For the 1996 AHR, please provide an adequate discussion to include information on <br />subsidence effects on groundwater and surface water as required. <br />Refer to response No. 4. Please provide ongoing survey information from the Mautz cabin <br />in future Annual Subsidence Monitoring Reports. <br />Please contact the Division at your convenience to arrange for a meeting with our staff to <br />discuss your current subsidence monitoring program. <br />
