O'Connor <br />FROM: Jim Pendleton <br />RE: Nucla Mi <br />/ t <br />Study (Permit No: C-81-008) <br />I have completed a review of the letter report submitted by Peabody Coal <br />Company. This letter report summarizes the results of a study of swell factor <br />at the Nucla Strip Mine, required by the Division as a portion of a permit <br />revision which modified the method of mining from dragline to scraper. <br />The report determined the swell factor to be 14,99 percent. "Swell factor" is <br />interpreted as the volume expansion of the non-coal overburden due to <br />excavasion and backfilling. Peabocy had protected the swell factor as 15 <br />percent in their revision application. <br />The overall backfilled surplus was not reported by the applicant. Quick <br />calculation determined the surplus of expanded backfill over the excavated <br />volume to be 6,3 percent, or approximately 17,000 cubic yards. Spread over <br />the approximately 20.2 acres of the excavated area, this bulking would result <br />in an average topographic rise of approximately 0.5 feet above the original <br />topographic surface. <br />I recommend approval of the swell factor report as submitted by Peabody Coal <br />Company. <br />cc: Mike Savage <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
