The comments will be <br />arranged in two sections. The first section will include a review <br />of the responses given to the Division's comments regarding the <br />1992 AHR, and the second section will focus on the 1993 AHR. <br />Section I: <br />1. The description of how Hydrologic monitoring is performed has <br />been included on page 3 of the AHR. The description <br />identifies the 9 foot diameter culvert as the location where <br />flow is measured. However, Exhibit P and Z identify a <br />monitoring location further upstream. It is marked as H-1 on <br />Exhibit P. A downstream station is also shown on Exhibit P. <br />Flow and quality measurements taken at the culvert would not <br />yield a sample representative of Hubbard Creek, as the mine <br />site could possibly impact the creek at this point. The <br />approved sampling locations as identified on Exhibit P and Z <br />should be adhered to when samples are collected. Page 3 <br />should be revised to state that flow and quality measurements <br />will be taken in the approved locations. <br />The last sentence of flow methods reads, "The flow from the <br />piezometers is determined by timing flow into a container of <br />known size". The Division believes you intend to measure flow <br />from the bench drains, rather than piezometers. <br />2. What is the one flow measurement taken for Hubbard Creek <br />trying to predict? It appears from the permit that mining was <br />originally intended to go below Hubbard Creek. It was <br />predicted that there would be an insignificant depletion since <br />the area to be mined below the Creek was approximately five <br />
