Box 857 <br />Pueblo, Colorado 81002 <br />Re: Valco, Inc.'s, "Pueblo West Pit", Pueblo County, File No. 77-573 <br />Dear Mr. Cramb: <br />The 1984 Annual Report, Map and Fee were received by the Division on March 28, <br />1985. <br />After reviewing the "Pueblo West Pit", it was brought to my attention that <br />there was no mention of topsoil grading or seeding to conserve this valuable <br />resource. Please commit to grading (slopes no steeper than 2H:1V) and seeding <br />all present and proposed topsoil stockpiles. <br />The Annual Report dated March 21, 1983 stated that 80% of the area comprising <br />Stages 0 and I have been backfilled, sloped, graded and covered with topsoil. <br />There was no mention in that, or subsequent reports, that revegetation <br />followed. Topsoil replacement should immediately precede revegetation <br />efforts. Topsoiled areas in Stages 0 and I should be seeded as soon as <br />possible. Please commit to replacing topsoil only when revegetation efforts <br />will immediately follow. <br />The $6,500.00 Financial Warranty currently provided would not adequately cover <br />the costs of hiring a contractor to conduct reclamation efforts on the <br />original bonded acreage. <br />The following assumptions were made in Financial Warranty recalculation: <br />1. Seed costs were obtained from Arkansas Valley Seed, Inc. <br />Western Wheatgrass @$3.13/# X 5.5#/ac = $17.22/ac <br />Fairway Crested Wheatgrass @$1.31/# X 3.0#/ac = 3.92/ac <br />Yellow Sweetclover @$0.40/# X 1#/ac = 0.40/ac <br />Total Cost per acre = <br />$21.54/ac <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
