Eckman Park, #C-81-071 <br />date: November 9, 2000 <br />I have completed my review of the information submitted by Stephen Miller of Twentymile Coal <br />(received 9/12/2000) concerning the1999 Annual Hydrology Report for the Eckman Park, Mine 1, <br />and Mine 2 operated by Colorado Yampa Coal Company. <br />The operator gave no response to the following questions or comments that are shown as the original <br />question in italics below. <br />Generally, the operator completed [he required ntottitaring in accordance with the approved plan. <br />Report date was clearly presented attd complete. However, one minor issue was noted. It appears <br />t/tat negative reported values (which indicate below [he detection limit) are being ftgttred into the <br />overage calculation. While iJ is appropriate to report an individual analysis returned a parameter <br />value that is less than the detection limit for that parameter, these values should trot be itrcluded itt <br />t/re calculation of the average and standard deviation. For an example, see Table 45A ttttder iron, <br />copper, and tnolvbdettunt. This problem was identified following review of the 1998 AHR. Please <br />correct this problem in fittttre reports beginning with the 2000 AHR. Otte possible solution is to use <br />the designation ND (for not detected) radter than the negative value convention. <br />Other general problems, errors, or omissions were noted as follows <br />Datum elevations for tables 14, /5, and !hand their associated graphs are incorrect. Well <br />completion data indicates datum valt4es are 400-500 feet higher t/tart depicted. <br />Please correct each of the above deficiencies and resubmit nvo copies of AHR pages ns necessary. <br />Please forward these outstanding AHR issues to the operator. <br />CC: Dan Hernandez <br />
