In general, the report is well done and complete. The review is done in <br />two parts. First the AHR is reviewed point-by-point according to the probable hydrologic <br />consequences discussed in the current permit application. Afrer that is a more general discussion <br />of the AHR and any other specific issues that were noted. <br />1. Sanborn Creek Mine, Probable Hydrologic Consequences <br />a. PHC statement: The natural flow of Elk Creek will be preserved. <br />There are no data to indicate otherwise at this point. <br />b. PHC statement: Mining will cause draining of perched water above the coal seam. <br />This may be occurring, but to a very small degree. Inflows are minor to insignificant in volume. <br />c. PHC statement: Even if any perched groundwater were impacted, potential impacts <br />would be localized and of limited magnitude and no water users would be affected, <br />although the phenomenon could affect springs and seeps, if a perched water table were <br />lost. <br />Since this is an "if' situation, and inflows were so insignificant last year, it can't be proven or <br />disproves. <br />d. PHC statement: There will be no upwelling of water from the Rollins sandstone into the <br />workings. <br />This is the case. There appear to be no inflows from the floor of the mine. <br />e. PHC statement: Sanborn Creek, Somerset, and Elk Creek Mines will eventually fill <br />with water. Once equilibrium is reached, discharged groundwater will display increases in <br />TDS. <br />Likely, but this involves a future scenario. <br />
