SHELTON, Director <br />October 24, 1983 <br />T0: Joe Zalkind <br />FROM <br />RE <br />Rocky Be avers~~h <br />Cheyenne County Alternate Reclamation Plan <br />Joe, the plan submitted to us for alternate reclamation by Cheyenne <br />County is unacceptable for the following reasons. <br />1. The county says they will backslope but has not committed to a <br />spec ifiE sloping configuration. <br />2. The county has not co~iimitted to a topsoiling level (ie.: 6-12") nor <br />explained where topsoil will be acquired for this project. <br />3. The county has not committed to one of the two suggested fertilizer <br />approaches; one of which is incomplete as to application rates. <br />4. The county has given a broad approach to seedbed preparation which is <br />not committed to specific actions needed for reclamation of the site. <br />5. The county has presented two seeding approaches (broadcast vs. <br />drilling) and has not committed to either one. <br />6. The county has supplied three mulching alternatives but no commitment <br />to any one. <br />7. Maps are of such a poor quality you can't decide what the existing <br />conditions are or how they will reclaim the site. <br />In conclusion, the county has supplied us with a generic reclamation plan <br />with very few commitments as to how they will reclaim the site.
