ERICKSON, sn of ~ n 01 tiline a~ Gry~ce <br />~~"~' ace°~°sY <br />FOLLOWING IS A SYNOPSIS OF MY COMMENTS OFFERRED AT THE INFORMAL <br />CONFERENCE 3/15/01. <br />MLRB IS THE LEAD GRAVEL PERMITTING AGENCY IN THE STATE. ACCORDING TO SENATE <br />BILL 95-156, ARTICLE 32.5, SECTION 34-32.5-102 AND ALSO INCLUDED IN THE <br />REGULATIONS, -- " IT IS THE FURTHER INTENT OF THE GENERAL ASSEMBLY TO CONSERVE <br />NATURAL RESOURCES,AID IN THE PROTECTION OF WQ.DLIF'E AND AQUATIC <br />RESOURCES,ESTABLISH AGRICULTURAL,RECREATIONAL, AND INDUSTRIAL SITES, AND <br />PROTECT AND PROMOTE THE HEALTH, SAFETY, AND GENERAL WELFARE OF THE PEOPLE <br />OF THIS STATE". <br />THEREFORE, WE FEEL THAT THE MLRB MUST CONSIDER THE MULTIPLICITY OF <br />COMMUNITY IMPACTS BEFORE PERMITTING THE OPERATION OF THE LINE CAMP GRAVEL <br />PITS. YOU ARE DEALING WITH THE POTENTIAL CUMULATIVE EFFECTS OF TWO GRAVEL <br />OPERATIONS [THE TAM PITS HAVE ALREADY BEEN PERMITTED TO EXPAND], IN THE <br />FLOOD PLAIN AND WTI'HIN ONE MILE OF EACH OTHER. <br />OF MAJOR CONCERN ARE: <br />TRAFFIC SAFETY OF RESIDENTS AND TOURISTS, ON A SCENIC BYWAY,HWY.l45, <br />WHERE THE SPEED LIMIT IS 60MPH AND GRAVEL TRUCKS SLOW TO A NEAR STOP <br />WHEN TURNING IN TO AND OUT OF THE PITS. WE ESTIMATE APPROXIMATELY ONE <br />TRUCK EVERY THREE MINUTES, CONSERVATIVELY, DURING MONTHS OF <br />OPERATION. <br />2. WATER QUALITY, QUANTITY AND TEMPERATURE OF THE DOLORES RIVER <br />3. GROUND WATER QUALITY AND QUANTITY AND WELLS, SINCE ALL PITS ARE <br />BELOW THE WATER TABLE. <br />4. POTENTIAL EFFECTS OF FLOODING. <br />5. EFFECTS ON WILDLIFE AND RIPARIAN HABITATS. (INDIGENOUS SPECIES INCLUDE <br />DEER,ELK,BEAR,FOX, COYOTE, COUGAR, LYNX AND BIG HORN SHEEP- RECENTLY <br />INTRODUCED, SPAWNING SALMON, TROUT AND THE ENDANGERED RIVER OTTER. <br />6.
