Allen <br />disagrees that either of these parties are an "owner of record" requiring further notice, but <br />will provide this additional notice as a courtesy. The Division's attorneys have stated <br />that the 20-day convnent period for these parties will run 23 days from the date of <br />trailing the notices, if a certified return receipt is not timely received.
