Catlany <br />Trlmdad, CO 81082 Division Director <br /> Natural Resource Trustee <br />RE: M-2004-028 Adequacy Comments <br />Dear Mr. Fabbraro: <br />The Division has reviewed your 110 sand and gravel permit application and has the <br />following comments: <br />I) EXHIBITS "A", "B", AND " C" ADEQAUTE <br />II) EXHIBIT "D" RECLAMTION PLAN <br />a) Per our discussions during the per- operational inspection, the operator <br />will commit to placing minimum of 12 inches of topsoiUoverburden <br />material over the entire affected acreage, rather than the 4 to 12 inches <br />committed in the application. <br />b) The operator had calculated a reclamation warranty in the amount of <br />$5,500, for the total affected acreage of 9.96 acres. As I informed you <br />during the inspection, the cost for acre appears to be too low. Based on the <br />average cost to reclaim similar sites in the area, the Division estimates the <br />cost per acre to be an average of $1,700 per acre plus a 15.5% in-direct <br />cost. Based on that average, the Division estimates the cost to be $16,932 <br />plus $2624 in-direct cost, for a grand total of $ 19,556.00. <br />III) EXHIBIT "E' <br />a) It is the understanding of the Division, during the pre-operational <br />inspection that the operator has identified all surface owners of the <br />affected land within 200 feet and all owners of any permanent structures <br />within 200 feet of the affected area. <br />N) EXHIBITS "F' THRU "L" ADEQAUTE. <br />The decision date for the application is 7/16/04.
