Therefore, I would
appreciate a response from you on or before May 29, 1998. Please be advised that the
application may be deemed inadequate and may be denied on June 4, 1998 unless the following
adequacy review items aze addressed to the satisfaction of the Division.
Exhibit D -Mining Plan
1. The application lists (as required by Rule 6.4.4(h)) that asphalt batch plants will be operated
on the proposed permit azea. Since the batch plants may be inclose proximity to serveral or
more irrigation ditches, please indicate what measures will be taken to contain spills or leaks of
any stored petroleum products associated with the batch plants. Also, we recommend that you
incorporate aspill/leak containment plan into the permit application.
2. Page 1 of the application lists six (6) imgation laterals and ditches that meander through the
property. Please describe what measures will be taken, such as constructing ditch crossings, to
minimize the potential for disturbing the quality of water in the laterals and ditches and remain in
compliance with Rule 3.1.6(1). Although not required, we suggest that you incorporate a water
quality monitoring plan into the permit application that addresses the potential for sedimentation
of the irrigation waters. The monitoring plan should include the frequency of monitoring;
parameters to be monitored such as flow, turbidity, total settable solids, and total suspended
solids; location of monitoring stations; and method for reporting monitoring data. (Please see
attached comments from the Longmont Soil Conservation District).
