Cattany <br />Acting Division'Director <br />Staff has received Ephemeral's response to the Preliminary Adequacy. Review to the <br />amendment of the above referenced application. The responses received have addressed <br />staff's concerns and clarified others. Additionally; copies of all proofs of Publication and <br />notice to adjacent landowners have been received, The Division has received no <br />comments on this application or amendment. Therefore, staff can proceed with the <br />decision process with the February 20, 2003 Decision Date in mind. <br />Using the material quantities and phasing proposed by Ephemeral and agreed upon during a <br />recent office visit; staff has calculated the estimated costs for reclaiming the proposed <br />site. The biggest issue between the costs estimate submitted by Ephemeral and staff's <br />calculations are in the area of revegetation costs. Staff figures for the cost of fertilizer in <br />Area A alone are more than the total cost submitted by the operator. Depending on the <br />geographic area, seed mix and other factors, the Division has been averaging 2500 to <br />3500 dollars per acre in total cost. Staff's estimate is around 3600 dollars for this site, <br />reflecting the cost of Biosol and failure rates common to this area. Ephemeral's is around <br />2150. This is roughly the maximum disturbance at any time divided by total cost <br />calculated. Please review the enclosed Reclamation Costs Estimate (enclosed). If <br />Ephemeral has any questions or sees any errors that need to be addressed please contact <br />this Office as soon as possible. Remember that staff can review tasks and quantities, but <br />the CIRCES Program that has been updated recently sets costs for equipment and <br />materials. Staff cannot adjust the parameters set within the program for these items. <br />
