The FONSI record of decision has been signed as of July 18, 2007. I
made one change on the final EA: on page 8 in the second paragraph -
the
word "Lease" needed to be "License". I have attached the following
pdf

scoping mailing list)

available on our website as noted in the IP letter by Friday, July
