Long <br />, Divivon Duecmr <br />RE: Flag Creek Mine, 112 Conversion Application, 2nd Adequacy Review <br />Permit No. M-97-098 <br />Deaz Mr. Smuin: <br />Listed below aze final adequacy comments on the Flag Creek Mine 112 conversion application <br />received in the Division Office on December 10, 1997. Please submit a response to the adequacy <br />comments on or before March 6, 1998. <br />1. Based on your comment that there aze to be a total of 140 permitted acres, please revise the <br />I st page of the application form to list a total of 140 permitted acres. <br />2. Plans for phases 2 and 3 of the operation have not been submitted; however, plans have been <br />submitted for phase 1 of the operation, the largest of the three phases to be mined. The Division <br />is willing to approve the 112 comrersion application provided the applicant will commit to <br />providing the necessary mining plan and reclamation plan maps and an additional reclamation <br />bond for phases 2 and 3 prior to disturbance in these areas. The Divison will expect a <br />reclamation bond for phase 2 and phase 3 of the operation equal to the amount required for phase <br />1 until such time that the applicant provides detailed information to calculate a reclamation cost <br />for phase 2 and phase 3. <br />3. The applicant has indicated that the surface area of terraces in the phase 1 azea of the <br />operation, to receive topsoil application, is approximately 8.5 acres. The applicant has also <br />indicated that 4 inches of topsoil will be stripped from a 5 acre borrow area which has a topsoil <br />depth of at least 12 inches. The Division prefers that the operator salvage at least 6 inches of <br />topsoil from the borrow area to provide a seedbed on the terraces that is as close to 6 inches as <br />possible. Six inches of topsoil left in the borrow area will still be adequate to reclaim the borrow <br />azea to rangeland. Please comment. <br />4. The Division has calculated a total reclamation cost of $35,100. <br />
