On November 20, 2006, we received a 180-Day Report, a Drill Hole Abandonment Report, and a
Final Reclamation Report for NOI No. X-2006-153-14. We have completed our reviews of these
reports, and provide the following questions and comments.
180-Day Report [Rule 2.02.6(3)(a)]:
The information provided with the 180-Day Report meets the requirements of Rule
2.02.6(3)(a). Thank you.
Drill Hole Abandonment Report [Rule 4.07.3(3)]:
2. Please revise and resubmit the two tables on the second page of the Drill Hole
Abandonment Report to include the disposition of drill holes VB-06-3 (completed as
monitoring well), VB-06-10 (completed as monitoring well), and VB-06-12 (not drilled).
Rule 4.07.3(1) requires that drill holes not completed to aquifers be sealed by "replacing
cuttings or other suitable media in the hole and placing a suitable plug 10 feet below the
ground surface to support a cement plug or other media approved by the Division to within
3 feet of the ground surface."
A review of the original NOI application found similar language at §2.02.2(2)(g) "Methods
to be used to conduct coal exploration and reclamation/Method for Plugging Drill Holes":
"Drill holes not completed as monitoring wells will be backfilled with cuttings
to within 10 feet of the ground surface. A cement plug will be placed from the
top of the cuttings to within 3 feet of the ground surface. Cuttings will be
placed in the top three feet of the hole and the remaining cuttings will be spread
around the drill site."
