Doc Date:12/1 021/ 01 III IIIIII~IIIIII'll <br />I 999 <br />• SI~ 4.24 OPERATIONS IN ALLUVIAL VALLEY FLOORS <br />4.24.1 SCOPE <br />This section establishes minimum environmental protection, performance, <br />reclamation and design standards for surface coal mining operations on, <br />or which affect alluvial valley floors in grid or semi-arid regions. It <br />sets forth additional standards to preserve essential hydrologic <br />functions, to protect existing or potential agricultural uses, and <br />establishes monitoring requirements. <br />Section 2.06.8, Surface Coal Mining and Reclamation Operations on Areas <br />or Adjacent to Areas, Including Alluvial Valley Floors, discusses the <br />field investigations and technical evaluations of all drainages within and <br />adjacent to the Southfield permit area. These investigations were <br />conducted by the previous operator, Dorchester, in conjunction with <br />• preparation and submittal of the application for Mining and Reclamation <br />Permit No. C-81-014. They were conducted in compliance with applicable <br />provisions of Section 2.06.8 of the Colorado Regulations and OSM's 1980 <br />Alluvial Valley floor Guidelines. Copies of all correspondence and <br />reports relative to the alluvial valley floor investigations conducted at <br />the site are provided in Exhibit 24, Alluvial Valley Floor Investigations. <br />The conclusions reached in these investigations are that no areas within <br />the Southfield mine area qualify as alluvial valley floors, while one (1) <br />area at the Southfield coal loadout was determined to meet both the <br />geomorphic and water availability criteria for designation as an alluvial <br />valley floor. <br />As a result of review of the data presented in the original Dorchester <br />permit application, the CMLRD, in its permit findings document, made a <br />determination of no significant impact for proposed loadout operations <br />relative to the Oak Creek alluvial valley floor adjacent to the Southfield <br />loadout area. The CMLRD determination of no significant impact is <br />• included within this application on page 12 of Exhibit 14, Proposed <br />Decision and Findings Compliance. <br />4.24-1 <br />
