Wood of The Citizens State <br />Bank of Ouray that Ouray County has established a 52,000 escrow in <br />lieu of a performance bond for their operations at the Ridgway <br />gravel pit. Your Free Use Permit Application (C-19378) was, therefore, <br />approved and signed by Marlyn Jones, District Manager of the Montrose <br />District BLM office. A copy of the signed permit is enclosed for <br />your records. <br />At this time I would like to emphasize to you that the BLM will be <br />conducting regular compliance inspections of your operations at the <br />Ridgway pit. The objective of these inspections will be to monitor <br />and document your use of the area in order to determine compliance <br />with the mining plan and attached stipulations. Should your operations <br />fail to conform to the approved plan and stipulations, we will <br />notify you immediately in writing. Such notice will specify which <br />aspects of your operation are unsatisfactory and the date by which <br />these conditions must be corrected. On that date a BLM official <br />will reinspect the site to determine that the situation has been <br />corrected. <br />I understand that during your February 10, 1977 meeting with Betsy <br />Daniel several questions were raised on the attached stipulations. <br />The first concerned the removal of vegetation from the area. After <br />discussion in this office, we believe that the attached stipulation <br />(that no more vegetation be removed) should stand. In the future if <br />it should become necessary for you to remove more vegetation iri <br />order to continue your operations, this office can authorize the <br />removal in writing.
