The area proposed for mining is
currently a short-grass prairie with pronghorn, mule deer, birds of
prey, mourning doves, and other migratory birds using the area at
various times throughout the year.
The City's reclamation plans for this area appear sound; however,
we would like the City to show good faith in their reclamation by
completely reclaiming an existing 14.5 acre barrow pit before new
mining operations commence. The City states in its mining plan
(exhibit D) that -they will .complete mining operations at Hanna
Ranch Pit No. 1 (MLRD Permit No. M-86-017) within the next year.
They do not mention; however, when reclamation will begin or end.
Again we would like the City to show good faith by completely
reclaiming Hanna Ranch Pit No. 1 before the start of any new
operations.
The City predicts that the life of the project is between 10 and 15
years as determined by Utility Department's material needs. Does
this infer that we can expect a faster rate of removal of gravel
than what the current time table indicates?
The Division also suggests that topsoil stockpiled for more than 6
months be graded and immediately seeded to prevent erosion versus
the 2 year stockpile minimum the City proposes in the mining plan.
DEPARTMENT OF NATURAL RESOURCES, Kenneth Salazar, Executive Director
WILDLIFE COMMISSION, William R.
