III IIIIIIIIIIIIIIII <br />July 12, 2002 <br />Milliken Planning Commission <br />Town Hall <br />1101 Broad St. <br />Milliken, Co. 80543 <br />Subject: Special Review to Extract and Process Sand & Gravel <br />Western Equipment and Truck Inc <br />U.rSS ~~ s , <br />~i? ~~ Fy~ 7 <br />RECEI~: ED ~~^ ~ ^ "" <br />I~~l , ~,, <br />JUL 2 3 2002 <br />~~~,. <br />Division of Minerals and Geology <br />This letter is being written as a formal request by the Town of Milliken Residents to deny this <br />Special Review Proposal by the Western Equipment and Truck Inc. <br />Below are the major concerns, which this project would bring to the Town of Milliken: <br />Comprehensive Plan: <br />In 1999 when the request was made by the Loveland Ready Mix to have a Sand and Gravel <br />operation within the same general area, this was denied by the County Commissioners at the <br />request ofMilliken's Board of Trustees. IvLlliken asked the county to honor our Comprehensive <br />Plan and they did so. If the town now approves this proposal it would be a slap in the face of <br />the county and might encourage Loveland Ready Mix to reapply to the county and the County <br />Commissioners might rule differently if our town has approved Western's Application. When <br />Western's project is completed the town would be left with a 25 acre tank that will not flow with <br />ground water and could likely be either stagnant or dry several months each year. <br />Traffic Congestion: <br />Currently the town of Milliken is going thru a major traffic problem, specifically at the intersection <br />of Highway 60 and 257. This operation would add another 25 to 75 trucks per day and with the <br />approval of the Hall/Irvin Materials Landscaping Site (up to 150 trucks) east of town, this would <br />create the potential for a serious congestion and accelerate the possibility of serious/fatal injury to <br />the citizens and visitors to Milliken. <br />afet : - <br />The access point for this operation would be on to Highway 257 across from County Road 48 ~'/s. <br />If the trucks head north the speed limit is 55 miles per hour and within a quarter mile it is 65 with <br />no accelerating lanes on either side of the highway. In 1999 a study showed that a loaded truck <br />fuming north the maximum speed up to the top of the hill was thirty-flue miles per hour. Turning <br />south the trucks would run in to the traffic congestion from Highway 60. During the school <br />season there are school buses coming in and out of the Mad Russian Deveiopment and along <br />Highway 257, with the speed limit of 65 miles per hour and trucks coming down the hill at this <br />speed, an accident is just waiting to happen. This area is used for bicycling for all ages and the <br />increase in traffic, it is inevitable that someone will be injured. With the open pits there is the <br />possibility of children being attracted to them, which adds to the safety issue for the community <br />and surrounding area.. <br />
