We do <br />recognize that many of the areas proposed for mining are areas disturbed due to previous mining activities. <br />Additionally, we believe removal of the existing spoils pile and establishment of a sedimentation pond beneficial <br />as this spoils pile is currently a source of sediment loading into the South Arkansas River. However, we believe <br />that since the primary future land use is designated as wildlife habitat additional measures can be taken, <br />including the importation of topsoil, to establish a greater vegetative cover, especially along the South Arkansas <br />River. Although we do not believe revegetation of the entire site is economically feasible we do believe <br />revegetation can be prioritized (i.e. establishment of buffer strips along the South Arkansas River) to maximize <br />the potential for protection and enhancement of wildlife habitat as apost-mining land use. Measures that can be <br />implemented to increase the vegetative cover, without being an economic burden, should be investigated. If <br />importation of topsoil and more extensive revegetation efforts are not deemed economically feasible then <br />perhaps additional measures to protect and enhance the aquatic and riparian habitat associated with the South <br />Arkansas River can be undertaken as part of the reclamation plan. <br />The Division appreaates having this opportunity far input.
