Union Blvd., Suite 526 <br />Lakewood, Colorado 80228 <br />Re: Dowe Flats Quarry, File No. M-93-041, 112 Application - Second <br />Adequacy Letter <br />Dear Mr. Banks: <br />The application for a 112 Mining and Reclamation Permit, File No. <br />M-93-041, was deemed complete on June 24, 1993. The Mined Land <br />Reclamation Board approved the operator's request to move the <br />decision date on the application to February 23, 1994. <br />Before your application can be approved by the Division you will <br />need to address the following adequacy items in order to satisfy <br />the applicable requirements of C.R.S. 34-32-101, et. seq. and the <br />Mineral Rules and Regulations of the Colorado Mined Land <br />Reclamation Board. Please provide a response to each item by <br />February 16, 1994. <br />Adeouacv Items <br />1. Please provide the Division with the engineered design of the <br />haul road crossing of St. Vrain Creek. The Division is <br />particularly concerned as to whether the crossing has been <br />designed to handle the 100 year 24 hour storm event. <br />2. In regard to the Dowe Flats - IIpdated Aetland inventory Report <br />by Aquatic and Wetland Consultants, roughly 70 acres of <br />wetlands were identified within the permit boundary. Is <br />wetland No. 3 which trends down the north central portion of <br />the valley under the jurisdiction of the Corps of Engineers? <br />Has it been determined that the wetland is there due to a leak <br />in the St. Vrain Supply Canal? Will the canal be lined and, <br />therefore, dry up the wetland? Or, since most of the wetland <br />is within the mine pit boundaries, will other wetlands be <br />created to compensate for these wetlands? <br />COLORADO <br />
